When Dr. Jared Cooney Horvath stepped up to testify before a U.S. Senate subcommittee earlier this year, his core message to lawmakers was surprisingly blunt: removing smartphones from student hands is only half the battle.<\/p>\r\n

“The laptops don’t teach either,” said Horvath, a former secondary school teacher turned neuroscientist now directing LME Global.<\/p>\r\n

A Two-Century Trend Reverses<\/h3>\r\n

The numbers Horvath points to are hard to ignore. For nearly two hundred years, Western societies enjoyed a steady upward trajectory in public education: each generation arrived at adulthood slightly healthier, better educated, and more cognitively capable than the one before it.<\/p>\r\n

That streak broke right around the turn of the millennium.<\/p>\r\n

Across several Western nations, international assessment benchmarks like PISA\u2014alongside standardized IQ test metrics\u2014began a sustained slide. Crucially, this dip coincided almost perfectly with the aggressive rollout of classroom hardware, standard online learning portals, and 1-to-1 device programs.<\/p>\r\n

“People assume EdTech is just an efficiency upgrade, like replacing a chalkboard with a whiteboard,” Horvath explains. “It isn’t. When you put a child in front of a screen, you change the way their brain processes information. You swap deep, friction-rich conceptual learning for rapid skimming and quick answers.”<\/p>\r\n\r\n

The Mechanics of “Outsourcing” Thought<\/h3>\r\n

In cognitive science, learning relies on a principle Horvath calls the directionality of transfer: skills only transfer from hard to easy, never the reverse. A child who masters handwriting can easily learn to type; a child who only types struggles to develop the fine motor control and spatial memory anchored by physical writing.<\/p>\r\n

When technology strips away friction, students miss the critical cognitive labor required to build durable mental models. Horvath makes a sharp distinction between two ways people use technology:<\/p>\r\n\r\n
